CalVet welcomed two new Skilled Nursing Facility (SNF) administrators last month, and appointed Robert Hennig to serve as the agency’s Equal Employment Opportunity (EEO) Officer.
Larry N. Pangilinan will oversee the SNF at the California Veterans Home – Barstow. Jay S. Caddell will serve as SNF administrator at our Yountville home. Governor Edmund G. Brown Jr. made the appointments April 13.

Pangilinan, of Fontana, has been executive director at Height Street Skilled Care since 2015. He previously served as administrator at Ojai Gardens Nursing Center from 2013 to 2015, director of operations at Golden Cross Health Care from 2011 to 2013, director of operations at Affiliated Care Services from 2006 to 2011, and assistant administrator at Cloverleaf Healthcare from 2005 to 2006. Pangilinan, a veteran, served as an aviation handler class E-4 for the U.S. Navy’s Naval Air Station North Island from 1984 to 1988. He is a member of the California Association of Healthcare Facilities.

Caddell, of La Mesa, has been administrator at Mount Miguel Covenant Village since 2007. He was a health care consultant at Manos Banbury Corporation and administrator at the Remington Club from 2006 to 2007. He previously served as administrator at Paradise Hills Convalescent Center from 1986 to 2006. He is a member of Leading Age California.

Robert Hennig
Hennig joined CalVet more than eight years ago and has previously served as an EEO investigator and Chief Privacy Officer. He is also a veteran who served 23 years before retiring from the U.S. Army. As EEO Officer, he is responsible for ensuring that CalVet complies with the State’s EEO program regulations, and that the workforce is properly trained on employee responsibilities and laws pertaining to discrimination and sexual harassment.
